The Nebraska Game and Parks Commission is sponsoring the gathering. Officials from the Nebraska Public Power and Irrigation District, which owns the reservoir, will also be in attendance.

"At this point, we're just getting opinions," said Game and Parks district wildlife manager Richard Nelson. "There's been some hunters who have requested that it be made into a refuge. They're thinking more birds will flock there, and then they'll go downstream, wait for the birds to fly over and shoot the heck out of them. Professionally, I think making it a refuge is a good plan, but I don't think it will happen."
